presence protocol publication

Matthew (and others),

i'd like to have a home on the web for the presence protocol
specification.

i'm not sure where this should be: i'm happy to provide hosting at
DSTC/Elvin, but if we'd prefer somewhere else, that's fine too.

i (personally) own both elvin.org and tickertape.org, either of which
might be suitable locations.  neither are currently hosted, but i
expect at least elvin.org to be up within a month.

to repeat Matthew's question from Feb 4th -- are there any outstanding
issues with 0.4.1?
