Yes, that is true. In many ways you are right, but without replacement you
don't have easy access to the ability to effectively suppress particular
messages, which does make it a bit more of an issue than just trusting
the authenticity of individual messages.
It also requires clients to keep track of which subscriptions particular
messages came in on, and to only accept replacements on those same
subscriptions. Not a particularly significant issue I guess, just a minor
complication.
