They are. The Replacement attribute. (Or Replaces or whatever it is)

It refers to a previous replacement value, not to a Message-Id (for
exactly this reason).

I don't think the internationalisation issues should be too bad. The
subscription language provides the fold-case function, which uses the
Unicode case folding tables in the router, which we trust the Unicode
people have done a good job of making sure works appropriately across all
languages and character sets.

I'm pretty confident we won't end up with irate Arabic speakers by making
things case insensitive, but I sometimes get irate about all the English
speakers who have difficulties because of the case sensitivity... ;-)
