[ticker-dev] up2date

until now we have been managing the packages on both euler and laika
using apt (and repositories from freshrpms and ev1 respectively).
however, i have noticed that the apt repository for laika has not been
kept up to date.

i asked the ev1 admins about this, and was told that they had stopped
updating it, and had instead made a deal with Red Hat for their
customers to have access to Red Hat's up2date service.

so ... i've had laika configured to use up2date.

the consequence of this, for those not familiar with it, is that to
install a new package, you should do

  up2date --nox -i package-name

and the download and install all available updates, the syntax is

  up2date --nox -u

i installed all available packages this morning, but it is ignoring
kernel packages at the moment. i'm tempted to tell it not to do that
as well, and will do so unless someone tells me otherwise in the next
few days ...

fyi, etc,
